Eric Morris’s research primarily focuses on Medicaid and CHIP. He frequently uses data from the Centers for Medicare & Medicaid Services (CMS) to analyze health care cost and use patterns. Morris currently leads a technical assistance team and manages the development of analytic products for oversight of Medicaid Upper Payment Limit demonstrations.

Morris is experienced using Transformed Medicaid Statistical Information System (T-MSIS) Analytic Files to conduct research for CMS projects. He analyzed provider availability for the Comprehensive Access to Care Review Strategy project and developed estimates of per capita Medicaid spending for the Medicaid and CHIP Business Information Systems Data Analytics and Data Quality project. Before the development of T-MSIS, Morris worked with states and CMS to improve data quality on the Medicaid Statistical Information System and Medicaid Analytic eXtract projects. Morris has also synthesized state, federal, and public data sets to model costs and policy outcomes for agencies such as the Minnesota Department of Human Services, the Massachusetts Department of Health, and the HIV/AIDS Bureau of the Health Resources and Services Administration.

Morris holds an M.S.P.P.M from Carnegie Mellon University’s Heinz College School of Public Policy and Management.
