Mathematica is using a mixed-methods design approach to evaluate the Independence at Home Demonstration. The demonstration’s goal is to improve the provision of comprehensive, coordinated, continuous, and accessible care to chronically ill, disabled beneficiaries.

Evelyn Li’s research focuses on alternative care delivery and payment models, particularly for elderly populations with chronic health conditions. She has expertise in assessing the impacts of health policies and programs.
Li currently works on the evaluation for the second round of the Health Care Innovation Awards, focusing on the impacts of a telehealth long-term care program that aims to reduce emergency department visits, hospitalizations, and total cost of care for residents of skilled-nursing facilities. For the evaluation of Comprehensive Primary Care Plus, Li leads the refinement of claims-based measures for predicted frailty and potentially preventable emergency department use among Medicare beneficiaries. She also contributes to the evaluation of the Independence at Home demonstration, including analyzing impacts and calculating shared savings payments to participating practices. In addition, her work on the Physician Value-Based Payment Modifier project includes providing technical assistance to Centers for Medicare & Medicaid Services and conducting research related to the methodology used to compute the payment adjustments and providers’ response to financial incentives.
Li’s research has been published in top-tier journals, including Journal of Health Economics, Health Economics, Health Services Research, Medical Care, and Medical Care Research and Review. Before joining Mathematica, Li served as an assistant professor in the Milken Institute School of Public Health at George Washington University, where she taught Health Economics and Financing and Benefit-Cost Analysis in Healthcare.
