Paul Messino

Principal Researcher

Paul Messino focuses on the intersection of state health policy, health research, and technology. He is an expert in the Promoting Interoperability Program (formerly the Electronic Health Records Incentive Program) and its impact on health care quality and Medicaid and public health information technology systems.

Messino assists with the development of Mathematica’s health analytic solution, Lane 1. Mathematica’s Lane 1 enables state Medicaid agencies to monitor the practices, policies, and programs affecting populations, providers, and health plans. In addition, he provides thought leadership on various health information technology related projects, from the Transformed Medicaid Statistical Information System to Alternative payment models.

Before joining Mathematica, Messino worked for the Maryland Department of Health as the chief of health information technology policy, leading a team of analysts to implement and monitor the Medicaid Electronic Health Records Incentive Program and develop, fund, and oversee the implementation of various Health Information Exchange functionalities within the state of Maryland. Messino previously served as a subject matter expert for the Medicaid Management and Information System subsystems of provider enrollment, prior authorization, workflow management, and benefit plans. Paul has an M.P.P. and a Dr.PH from Johns Hopkins University.
