Victoria Peebles

Victoria Peebles is a health researcher with expertise in qualitative research methods, including developing protocols used to interview key informants, coding and analyzing qualitative data, and translating research findings to inform public policy and improve program performance. Her research focuses on Medicaid policy, long-term services and supports for older adults and people with disabilities, and primary care transformation.

Currently, Peebles is a task leader on the Center for Medicare & Medicaid Innovation’s evaluation of the Comprehensive Primary Care Plus initiative, a large-scale, multipayer initiative to transform primary care delivery. She leads a multimethod study to assess the learning supports used by primary care practices to facilitate program implementation. She provides technical guidance on the qualitative components of the implementation study, trains the evaluation team on qualitative data collection and analysis, and led the coding effort for data collected from primary care practice interviews. She is also leading interviews with parents of children enrolled in Medi-Cal dental services for California’s Dental Transformation Initiative.

In addition, Peebles has expertise in home and community-based services (HCBS) and was part of a team (along with Truven Health) that developed the HCBS taxonomy in 2010. This taxonomy created a common language for describing and categorizing community-based long-term care services, enabling researchers to analyze HCBS use at the person level. Since then, Peebles has worked on a number of projects using the taxonomy, including serving as project director for a study of HCBS use and spending patterns for the Medicaid and CHIP Payment and Access Commission.

Peebles’s work has been published in peer-reviewed journals, including the American Journal of Managed Care, The Foundation Review, Academic Pediatrics, and Medicare & Medicaid Research Review.

Before joining Mathematica in 2010, Peebles was a management consultant for Accenture. She holds a master’s degree in social work from the University of Michigan.
