Wil Lim has over 10 years of experience partnering with the Centers for Medicare & Medicaid Services (CMS) to implement and refine value-based payment models.

Lim currently directs a project with the CMS Innovation Center to implement the Comprehensive Care for Joint Replacement Model, including performing reconciliation calculations, designing and producing feedback reports, and conducting analyses to support policy decisions. For the Skilled Nursing Facility Value-Based Purchasing Program, Lim provides subject matter expertise and leads analyses in support of changes to the scoring methodology, including incorporating additional measures and the Health Equity Adjustment. In prior work, Lim directed a project with CMS to implement and refine the Physician Feedback/Value-Based Payment Modifier program, supported the implementation of the Bundled Payments for Care Improvement initiative, and conducted research on the Money Follows the Person demonstration to determine the impacts of transitioning people from institutional to community-based care. He has also evaluated the effectiveness of long-term support services and care coordination for people with disabilities.

Lim has published work in the Journal of Public Economics and the Journal of Health Economics. He holds a Ph.D. in economics from Columbia University.
